Is this your part?
Pull the handle and cap and look for a white round cartridge held by two screws, with three rubber seals on the underside and a short brass stem with a rotation stop on top. Measure it: this one is 47 mm across.
When to replace it
The spout or showerhead keeps dripping with the handle off, water weeps around the handle base, the handle has gone stiff or gritty, or the mix will not hold steady between hot and cold.

Questions
Does it fix temperature swings when a toilet flushes?
No. That is the pressure balancing unit in the same body (M952100-0070A), a separate part.
Is 023529-0070A/H a different cartridge?
No. The /H suffix is the tub and shower package. The cartridge is the same.
Is it the same as Danco 10469?
No. Danco 10469 is the A954440-0070A pressure balance cartridge, a different part. This one serves the same repair as Danco AM-11 (18826B).
